APB

All Points Broadband (APB) is a winning bidder of federal support from the Rural Digital Opportunity Fund (RDOF).  A significant portion of Lancaster County is part of the territory for which APB will receive support  “to construct and operate a new state-of-the-art fiber optic network to provide 1 Gbps/500 Mbps voice and high-speed broadband Internet access services” to areas within Lancaster County.  Covering several pages of Exhibit A to All Points ETC petition to the Federal Communications Commission is a list all of the locations (census blocks/census block groups) in Lancaster County to be covered by the RDOF support.  The petition and list can be  found here.

The  Federal Communications Commission approved APB’s ETC Petition on June 8, 2021. You can read the order here.

APB is awaiting final approval by the FCC of its Long Form Application 683 before funding can begin. The company has identified August 2024 as the completion date for their project.  It is the responsibility of APB to identify completion dates for specific parts of the project.  LCBA will monitor their progress via reports, meetings and site visits to ensure progress lines up with projected dates.

Lancaster County residents can go to fiber.allpointsbroadband.com and complete the survey to determine whether their location is within the proposed project area.

Interested residents can also use the FCC links below to compare the Lancaster County list of locations from the All Points ETC Petition, Exhibit A, with the FCC mapping tools below:

(1)    The census blocks are the 4-digit small red numbers.  They match to the last 4 numbers of the “block_id” column on Exhibit A of APB’s Petition.

(2)    Interactive map – need to zoom into Lancaster County to see census blocks and choose census blocks on left to compare with APB ETC Petition list. The blocks match to last 4 numbers of the “block_id” column on the APB list.

(3)    FCC RDOF map - The FCC RDOF maps show you where funding was won, but not by specific census block or bidder.  (Put Lancaster County in the search box on the top right of the map.)
